According to The People, Gordon Brown nominated Joanna, 64, as a Dame after the Ab Fab star's campaign to let Gurkha veterans settle in Britain.
Although he was forced into a U-turn at the time, a No 10 spokesman said the former PM was "a great admirer" of her skills.
Nick Clegg and David Cameron have also praised her work. A Tory official said the new PM thinks she is "ideal for the honour".

Ah yes, but you have to remember: Simon is a respected and brilliant actor of stage, screen and tube. I was so excited when I first read this news. I think most people have seen it coming for quite some time now, and it's definitely well deserved!
Personally I don't think she'd turn it down to be honest. She did accept her OBE after all, and Joanna's not the kind of person to decline an honour like this.
