Steed is either in the shadows or partially coloured. Here he isn't even completely drawn and is just an outline. It's like they begrudge even including him on the covers. Big mistake.
As much as I love her,
The Avengers ain't all about Emma Peel.

There is an Emma bias, although I'm not particularly surprised by it--most of the people who do the covers are probably Emma fans, and more keen to draw her than Steed. There might also be a conscious effort to highlight Emma because it's more likely that people who haven't seen the show in years, and only vaguely remember it, will recall Emma more than Steed. It's all down to marketing, really.
I guess it doesn't worry me too much because the people who do the covers have nothing to do with the actual content of the book. If I can count the number of appearances by Steed in each issue on one hand, then I'll get annoyed.
