I've just watched "Seven Days to Noon" and the evacuation scenes Jenny shows in black & white are definitely from the film - you can see the "Area K Section 1" sign on one of the buses in "The Morning After" at 29:30, and similar shots are in the Friday evacuation scenes starting around 1:10:00 in the film. The very distinctive W.S. Hunt bus is in both as well. Plus you get a snippet of the army trucks from later in the film.

Feels like I should have noticed that. Well it certainly confirms it that, it might actually have been something of a homage from the makers of The Morning After to Seven Days to Noon.

Yes, when I saw the footage was from the film and you had mentioned the similarity of plot it seemed a homage was the intent.
Plus, the film had Andre Morrell as the police inspector stopping it, whereas "Death at Bargain Prices" had the same actor as an atomic bomb terrorist, so swapping roles. I wonder if that casting was also in homage.
