Yes, I like the second one, he looks terribly distinguished, and liable to be humorous or sinister, so just the kind of chap to be one of Steed's bosses.

I agree they are all the same person but at different life stages ( and toupees?;)

One thing that also appears in the three pictures is an elevated right shoulder. Im wondering if this is a handicap which could explain a lack of desire to be photographed
