That could be possible.
But I think she is smiling and looks very contended and not worried about that, what Steed is doing there.

Why would it be "creepy" that Steed and Emma were lovers? I think it would be wonderful, romantic and sweet!

Well, I don't know.
I think like in the 60s, so inhibited. A reason could be, that I have the 50s and 60s at the moment at school and I start thinking like that.
But if I consider this idea, they are so cute together, like here on picture.

I know this was posted on Mon Apr 04, 2011, but I must say, that I really like this picture. And I think I can answer your question ischtar.

They're exhausted! In "The Joker" both of them weren't injured. So it must be answer b).
But what did they do before this good night's sleep? I think all of us, at least the SEDDI fans, know it and this picture says more than a thousand words!
