Suddenly I found out today that David is the son of actress Myrtle Moss (1914-2003) and Roy Purcell (1919-2000), actor and stage director. Yes, this is the same Roy Purcell who appeared as Gutman in the Avengers episode Conspiracy of Silence (1963) and the controller in TNA episode Obsession (1977).
Now we know the following about David:

Roy Purcell is well-known to Doctor Who fans for playing the first President of the High Council of Time Lords in Doctor Who, story The Three Doctors in 1972/73. He had played a prison officer in an earlier story too.

He was the General Director of the TV Productions company, in which guess who also worked? That's the name of a man we don't know much about, but he helped activate the series in 1975. Already guess? Rodolphe Roffi (born 1934 and died in 2011)! Rodolphe was the Chairman of the Board of Directors of the TV Productions company and his name is spelled correctly exactly Rodolphe (not Rudolf, Rudolph, etc).
Now we can take a fresh look at the point why Yvon was chosen for The New Avengers (in the production of which were involved IDTV Production and TV Productions).

It makes sense that Roffi would have one of his fellow production team people be the credited director. A bit like Patrick McGoohan having David Tomblin do loads of directing (and writing) on The Prisoner, as they were two of the three head honchos of their production company. My first suspicion fell on the fact that when I looked at the screenshots of the actor on Moviedude, I doubted that he was born in 1920, he looked younger. I began to look for information and in the end I came across an article below:

A man still fighting a legal battle after losing his home and business more than 20 years ago has seen his mobile home destroyed by fire.
Mike Hunt, 75, and his family, who lived at the site in Aston Rowant, were left with just the clothes they were wearing after their wooden home caught alight.
He said: "We are all devastated -- everything has gone.
"All the files for my legal battle have been destroyed, all my wife's paintings and music and my son Sam's seven guitars.
"Because it was a wooden mobile home it was not insured."
He praised neighbours and friends for the way they rallied round.
Mr Hunt said: "Everyone has been so kind and helpful."
No-one was hurt in the lunchtime blaze but Mr Hunt, his artist wife Adrienne and two sons Sam, 23, and Ben, 27, were left homeless.
Ben and Sam have managed to find a flat in Stokenchurch and Mr and Mrs Hunt are expecting a new mobile home to arrive this week at the quarry on Aston Hill.
Mr Hunt is a former actor and appeared on TV in the 1960s police drama Z-Cars.
He gave up acting to look after the family business, Aston Woodware,
but a bad deal more than 20 years ago lost him the company and his home and it is that battle with estate agents and solicitors which is still going on with the help of Legal Aid.
At the moment Mr Hunt is in dispute with the Department of Constitutional Affairs, the Legal Services Ombudsman and the Parliamentary Ombudsman in a bid to get compensation for the original business deal.
South Oxfordshire MP Boris Johnson has been helping Mr Hunt with his claim and has copies of his legal files.
For many years Mr Hunt was in dispute with South Oxfordshire District Council's planning department over his mobile home and where he sited it but that has now been resolved and no enforcement action was taken.
Mr Hunt's business still produces garden furniture but has been struggling to compete with cheaper imported products. He said: "I sold hardly anything last year."
Despite this latest setback, he has vowed that he and his family will not give up.
He said: "We will keep on fighting to get justice and we will build up our lives again -- we cannot give in now."
