New interesting topic
Performers who participated in the series, according to the different media (mainly printed press), which in the majority can be trusted, but have not been identified. This is possible that many people listed below were eventually cut from the episode (s), but even so it will be interesting to see who took part.
So, let's begin.
I will not refer to the various kinds of official documents related to The Avengers and TNA, and will mainly refer to such printed sources as Spotlight and the newspaper The Stage.
1. Derek Ware
Stuntman and actor
This was mentioned in different kinds of sources, including book "Hollywood Stunt Performers, 1910s–1970s", that Derek participated in The Avengers. Perhaps he performed only the function of a stuntman in the series, and further research in this area will lead to a positive result. We will see.
2. Norman Florence
Actor, sometimes participated as an extra in British films and TV.
This was mentioned in the newspaper The Stage (in 1997), that Norman participated in The Avengers.
3. Charlie Stewart
Actor, sometimes participated as an extra in British films and TV.
This was mentioned in different newspapers and theatre programmes in 1960s, that Charlie participated in The Avengers.
Recently I updated the IMDb page for him.
Full name: Charles Yule Stewart
Died: 12 April 1985 in Aberdeen, Scotland, UK
Was married on Lily Louise Ann Hodgson (actress).
4. Heather Seymour
Child actress.
This was mentioned in Spotlight (1966 and 1967), that Heather participated in The Avengers.
5. Marian Collins
Actress of small roles.
This was mentioned in Spotlight (1962), that Marian participated in The Avengers.
6. Ernst Ulman

This was mentioned in Spotlight (1966), that Ernst participated in The Avengers.
7. Norman Brenner
Stage comedian
This was mentioned in The Stage (15 August 1968), that Norman participated in The Avengers (the series was mistakenly indicated as The Avenger). There is no page for Norman at any film database, however Norman appeared in films "Alfie", "Prudence and the Pill" and others. Later he became known as comedian Norman Norman.
8. Charles Rea (now identified)

This was mentioned in The Stage (in 1992), that Charles participated in The Avengers.
9. Veronica Gardiner
Actress
This was mentioned in Spotlight (1966), that Veronica participated in The Avengers.
Also, appeared in the series "The Bed-Sit Girl", films Goldfinger, Casino Royale and The Find (Hawkesworth Films).
10. Maryanne Kerr (now identified, stage name: Paddy Kent and Mary Kent).
Singer and actress
This was mentioned in different newspapers, including The Stage (in 1991), that Maryanne participated in The Avengers. In whole, she not only played bits parts in The Avengers, but designing knit wear in the series.
11. Janet Fairhead
Actress
This was mentioned in Spotlight (1966), that Janet participated in The Avengers.
12. Colin Burbidge
Actor
This was mentioned in magazine The Dropzone (in 2009) of Harrington Aviation Museums, that Colin participated in The Avengers.
13. Roy Beck Jr
Son famous extra and stand-in Roy Beck.
Roy jr personally said he as a child participated in The Avengers.

Finally, there is person named Jean Luc-Barrow (??? ) who participated as extra in The Avengers, The Prisoner, The Saint, Randall and Hopkirk, Z-cars and many others TV series. Information from The Stage (3 November 1994).
I could not find any information about him anywhere except the mentioned article in The Stage.

I was in doubt as to the spelling of the name and surname Jean Luc-Barrow, too, when I read the article in the newspaper The Stage. Hmm, looked like it was a kind of pseudonym of a person or a mistake in the newspaper!

Yes, Piers, it is possible that mentioned midgets are Sonia & Leonard Franks, they are suitable by age and general features of the face.
But in whole there were so many members in the Lester troupe that I'm not sure we will ever be able to list everyone to be sure who played the roles.
Despite, I keep trying to identify a midget with a monkey, his face is most visible in the episode.
